Unrestricted or omniscient storyline is where the audience can see what everybody is doing and thinking and nothing is hidden or restricted. An example would be 'The Lovely Bones', where the audience know what she and everybody is doing at the same time.
Restricted storyline is where the narrative becomes restricted due to the audience only knowing what one of the character's are doing. This usually takes the form of the main character, and limits the information that that is reveal to the audience, unlike Unrestricted, which limits none. An example of restricted narrative would be 'Shutter Island' as we only see the story set out from the viewpoint of the main character as he arrives on the island and uncovers the mystery.
